Building the Capacity of Media Professionals to Produce and Broadcast Accessible Programmes
Organiser: ProForma, in cooperation with the International Telecommunication Union (ITU), supported by the Ministry of Culture and Information and the Ministry of Trade, Tourism and Telecommunications
The workshop was held on 25 March 2024 at the Museum of Vojvodina in Novi Sad. More than 20 media professionals attended: journalists, editors, producers and video editors.
Journalist Ivana Mićović, Aleksandar Bogdanović, president of the Centre for the Development of an Inclusive Society, and Dr Bojan Tomić shared their expertise. They presented case studies and practical demonstrations of tools for creating accessible TV and video programmes and services.
Why these workshops
The share of programmes accessible to persons with disabilities (blind and partially sighted, deaf and hard of hearing, and people with other disabilities) on public service and commercial television is alarmingly low. This points to a violation of rights guaranteed by the UN Convention on the Rights of Persons with Disabilities and by national legislation.
The workshop aimed to inform everyone who produces TV and video content or provides services on web portals about how to make these services accessible to persons with disabilities, and about the technologies that give them equal access to content. Participants also learned about the legislative, regulatory and strategic framework for ICT accessibility and the key standards and guidelines in this field.

The conference was organised by ProForma in cooperation and coordination with the International Telecommunication Union (ITU), under the patronage of the Ministry of Culture and Information, the Ministry of Trade, Tourism and Telecommunications and the Chamber of Commerce of Serbia. It was supported by the Open Society Foundation and SAGA d.o.o.

Professional Training: The Role of ICT in Developing an Inclusive Society for Persons with Disabilities – Bosnia and Herzegovina

The training was intended for professionals from government institutions, regulators, the ICT industry, audiovisual media, service providers, academia and civil society. It consisted of presentations, case studies and practical demonstrations of how to create and implement accessible TV and video programmes and services.
It was organised by the Telecommunication Development Bureau (BDT) of the International Telecommunication Union (ITU), in cooperation with the United Nations in Bosnia and Herzegovina and the Communications Regulatory Agency (RAK), within the ITU Regional Initiative for Europe on ensuring access to telecommunications/ICT, in particular for persons with disabilities, adopted at the World Telecommunication Development Conference 2014 (WTDC-14) in Dubai.

Professional Training: The Role of ICT in Developing an Inclusive Society – Montenegro

The training aimed to educate participants involved in creating ICT, TV and video programmes so that these programmes are accessible to persons with disabilities in line with ITU standards and guidelines, and to improve existing knowledge in this field.
It was organised by the ITU Telecommunication Development Bureau (BDT) in cooperation with the United Nations Office in Montenegro and the Agency for Electronic Communications and Postal Services of Montenegro (EKIP), within the ITU Regional Initiative for Europe on ensuring access to telecommunications/ICT, in particular for persons with disabilities.
